AUSTIN, Texas – Texas Gov. Greg Abbott has made his pick for Secretary of State after the current officeholder announced she is stepping down.

What we know:
Abbott said Friday that he has appointed Robert Howden as the 116th Secretary of State. Howden will replace current Secretary of State Jane Nelson on Saturday.
The timing is significant because the Secretary of State serves as Texas’ chief election officer. The office assists county election officials, helps ensure election laws are applied consistently across the state, provides legal guidance, certifies ballots and supports local officials through election calendars and training.

Howden will take over the office during the final months of preparation for the closely-watched midterm elections, when counties are working through ballot, voter registration, equipment and staffing deadlines.

The Secretary of State’s job also extends beyond elections. The office also maintains business and public filings, publishes state rules and regulations, commissions notaries public, keeps the state seal and serves as the governor’s liaison on Texas border and Mexican affairs. The secretary also serves as Texas’ chief international protocol officer.

The Secretary of State is appointed by the governor and must be confirmed by the Texas Senate.

Howden is a senior advisor to Abbott and is the director of the governor’s Legislative Affairs office.
Before joining Abbott’s staff, he worked as an independent legislative and public affairs consultant. He previously served former Gov. Rick Perry as communications director and senior adviser, and also oversaw the Governor’s Task Force on Economic Development Growth.
